Front license plate bracket install

So I have the bracket, screws and anchors (for lack of other words) and was wondering if anyone knew how to install the bracket to the front bumper.
Do I have to screw through the front bumper (where the indentations are)?
Is there something else that I am missing?

Just let me know your all's thoughts.

This is how I remember it:

1- Get a drill the same size or slightly smaller diameter than the anchors.
2- Drill the indentations.
3- Push the anchors through the holes
4- Bolt the bracket using the supplied screws to the anchors.
5- Attach the plate to the bracket using the other screws.

The tricky part is to make sure the bolts catch the anchor nuts correctly without bind. Do not over tighten!

Pardon my ignorance - I am in Georgia, why do you need front rego plate?
