| Is there a way to change the fog light color without changing a bolb? May be film of some sort or a colored glass cover? |

murano05ny-
You could try using dye to tint the lense, but whatever you use needs to be able to handle the heat generated by the lamp.
You also need to be especially careful to not alter the optical properties of the lenses, otherwise your fogs could be distracting to oncoming drivers.

It is hard to say without knowing the specific properties of the film.
If the film is designed to tint tail-lights, which contain relatively low intensity bulbs, it is doubtful it would handle the heat from the high-intensity fog lamps.

| By covering the lens with a colored film, you are effectively converting your functional foglights into cosmetic items. Light output will be diminished. If thats what you want, than more power to you. |
