I have a 2016 platinum and the fan does not run to heat the seats.
Heating and cooling of Nissan's seats uses the Peltier effect, which requires a fan (Air movement.) to function.
Each seat has it's own fan, down under the seat. Have your car in ACC with everything off and then turn the seat on high. You can plainly hear the fan running.

PS Also, under each front seat is an air duct to send heat/cooling to the back seat floor area. These ducts blow air whenever the Climate Control system is on, regardless of settings, which I believe helps with the front seats heating/cooling. The Peltier effect only has about a 40 degree ambient air temp difference. Having pre-heated/cooled air makes them more efficient.
