Can you start a post and then save it to continue/ finish at a later time?

No, starting a new post or reply , or something that might get lengthy that you might not finish that could be saved rather than getting timed out and you have to start over.

For the suggestion box in Toronto then.

I'm not sure of the purpose. Suggestion: if you start a post and don't have time to finish it, or need to do some research, save it as a text document and wait until you're ready to post it - then open the text document, copy and paste the text, and add to it as needed.

As long as you don't clear cookies, whatever you typed should still be on the page when you come back to it.

If you left the page open, and then try to post after being away for some time, you might run into the site Time-Out feature. This is a feature that will auto-sign you out of the site if you leave it open on your browser for too long. It's a safety feature to prevent someone coming on and messing with your account if you left it open.

When signing in, if you hit "Remember Me", you will bypass this Time-Out. It also works with Cookies though, so if you are clearing cookies frequently you will be signed out each time

I've only just experienced the time out feature a few times and nothing has ever saved upon restart. Could be platform related. I don't know what the time-out setting number is or if changeable.
Yes cut and paste is option to save or just start offline. Its the multi task days at the screen that can foul up a posting is all. I'm not tech smart enough to figure these things out anyway.

The session timeout is 2 hours of inactivity. If you are being logged out before that, as Kevin noted, clearing cache and cookies and using the Remember Me option should help that.
