What is this?

Hi all.

What is this and why does it seem dirtier/darker than the rest of the car?
It has a black outline also.
Can it be taken off to clean?

As on my MO, its just a clear protector from stone chips. The black outline is just dirt that got attached to it on the edges, just clean it. I would not advise to take it off, as i dont know if its going to leave sticky glue residue after.

yea i wouldn't try and peel it off. could take off the paint. on a side note, if you don't see that film on either side, good chance it's because of body work/accident. so that can be a good signal for you if you're looking at a vehicle that originally comes with them

That's a factory clear film they come with to protect against rocks. Just have it cleaned or carefully remove it.
