Never seen that before. Looks like a protective cover to conceal/protect the petcock. But usually the petcock/drain is located on the underside of the tank, with the drain opening facing the ground. However, it's entirely possible that it's the actual drain plug with an O-ring behind it, and if you loosen/remove it, all the coolant will flow out. Is it an aftermarket radiator? It's also possible that cover can be removed to access some kind of retaining mechnaism that needs to be released to allow detachment from that lower rubber bushing. However, typically it's the top bushings that are locked, and the lower bushings just receive a stem that sits into the hole.

The fins a few inches up from that cover-looking thing look very damaged, and I wonder if coolant is leaking from behind there and tracking down to that cover. Given the wetness higher up on the cover, it does seem like the leak is coming from there, but coolant tracks differently when the vehicle's in motion, so it's possible it's being swept up from the bottom area below that cover and spreading out.

the petcock is on the other side of this cover and it is facing the ground. i am not sure if this is an aftermarket radiator. some aftermarket radiators do have that same exact "cap/cover", while other aftermarket radiators have a cap with a hex bit socket on it. i haven't been able to find a picture of the oem cover.

the fins in the picture are the A/C condenser. i am not sure if it the leak is coming from behind there. i have a pressure test kit coming from Amazon tomorrow and i will test it out for any leaks.

i found a video on youtube.

looks like it is the backside of the petcock and you can remove/tighten it. i just might have an aftermarket radiator as i bought the car used and i never noticed the radiator until a few weeks ago. i'll see if i can tighten it.

Wow...too many ads in that video. Not worth my time. I guess that video's creator doesn't allow embedding because he wants broader exposure of what he's offering. Sucks for viewers on a forum. Anyway, glad you figured it out. Can't give you a like because of the crappy video ads...

I wish I would have seen this before changing my radiator. I had a leak all down that side of the radiator but the lady had driven with it so long that whole area and side of the radiator was soaked with antifreeze making it look like the radiator was leaking at the seam. So I went through the trouble of swapping the radiator. Man if I could have fixed this by tightening that up I'm going to kick myself. I still have the old radiator so I can check it just to torture myself.
